The Municipal Clerk’s Office administers all licenses, voter registration, petitions for public office, election official, absentee ballot application, bingo and raffles, landscaping, municipal records, passport applications, street opening and curb cut permits, and assessment searches.

DUTIES OF THE MUNICIPAL CLERK

THE STATUTORY DUTIES OF THE MUNICIPAL CLERK ARE: Executive Secretary to the Governing Body; Executive Secretary to the Municipal Corporation; Election Official with quasi-judicial authority; and Administrative Official. The functions performed under each of these duties are as follows:

A. EXECUTIVE SECRETARY TO THE GOVERNING BODY
1. Record official minutes of the governing body.
2. Handle municipal correspondence, both incoming and outgoing.
3. Prepare meeting agendas.
4. Process, record, file and advertise ordinances.
5. Process, record, file and when required by law, advertise resolutions. The Clerk in Englewood Cliffs writes many of
the resolutions.
6. Process, record, file and advertise the Municipal budget.
7. Process, record, file and advertise for bids for Municipal equipment and supplies. Open and read the bids received on assigned dates.
8. Certify all contracts entered into by the Governing Body.
9. Handle liaison work between the public and the Governing Body.
10. Administer and record oaths of office.
11. Maintain custody of all official records not specifically handled by other departments.
12. Prepare and deliver meeting notices pursuant to the Open Public Meetings Act.

B. EXECUTIVE SECRETARY OF THE MUNICIPAL CORPORATION
1. Maintain custody of the Municipal Seal.
2. Sign the majority of official documents.
3. Maintain receipt of service of legal documents.
4. Custodian of all deeds, leases, contracts, certificates of ownership and all bills of sale.

  • C. ELECTION OFFICIAL
    1. Register voters.
    2. Certify vacancies existing on the local level.
    3. Maintain receipt of nominating petitions and certify to the County Clerk the local candidates nominated by petition.
    4. Exercise quasi-judicial authority in determining the validity of nominating petitions and petitions calling for a referendum.
    5. Conduct the drawing for position of candidates on the local ballot.
    6. Furnish material for local elections and special elections.
    7. Recommend polling places.
    8. Maintain receipt of election results.
    9. Certify to the County Clerk persons elected to partisan County Committee offices in each election district.

  • D. ADMINISTRATIVE OFFICIAL
    1. Issue licenses and collect fees for same (liquor, bingo, raffle, peddler, taxi, amusement game devices, etc.) Licenses & Permits
    2. Process applications for charitable solicitations.
    3. Issue assessment search certificates and collect fees for same.
    4. Handle complaints of all types.
    5. Furnish information and data to the public and the media.
    6. Purchase supplies and equipment when required.
    7. Receive and file bonds and handle all aspects of the Borough's insurance.
    8. Provide for records management.
